Job Description

Job Purpose: To lead and manage all electrical and instrument engineering activities required to support the Projects Team.
Scope: Apply relevant electrical and instrument engineering expertise and knowledge on SATORP projects through conducting technical studies, conceptual and detail design; reviewing and recommending modifications and developments and contributing to achieving planned objectives throughout the stages of assigned projects, including pre-/post-tendering, constructions supervision, plant commissioning, and handover.
MAIN ACTIVITIES
Duties and Responsibilities:
1)     Participate in preparing/writing technical specifications of various projects electrical and instrument equipment and materials, and ensure they adhere to project's design, SATORP standards and requirements, plant operability and performance and all other engineering aspects affecting the project as a whole.  That includes detailed study with complex calculations, referral to other similar projects, and co-ordination with concerned Teams personnel, as necessary.
2)     Participate in conducting feasibility studies to assess the financial and other technical implications of proposed projects; coordinate, as required, with Engineers of other disciplines; participate in defining scope and standards and submit complete packages with justifications.  Comment on recommendations to the Engineering Head.
3)     Establish, in coordination with other Engineers, procurement and construction schedules and priorities governing major project items.
4)     Provide technical support to construction crew’s/ contractors’ maintenance and operation teams.  Optimize and provide solutions and/or alternatives for inquiries received from Construction.
5)     Provide technical assistance and trouble-shooting support for all electrical and instrument equipment within Projects, and ensure that all maintenance activities and procedures are aligned with reliability requirements.
6)     Work closely with other relevant organizations to determine and predict instrument equipment components’ life using appropriate reliability tools, such as Failure Modes and Effects Analysis (FMEA), Mean time between failures (MTBF) and Mean Time To Failure (MTTF), to ensure extended operating life of the electrical and instrument equipment.
7)     Provide technical advice with regards to searching for and preparing new electrical and instrument equipment proposals, and review equipment specifications, documents and drawings.
8)     Ensure keeping, maintaining and updating a database of all historical data pertaining to electrical and instrument equipment failures, and assist in analyzing failure data and preparing reliability test report.
9)     Define spare parts requirements for electrical and instrument equipment, employing Risk Based Maintenance and FMECA. Perform regular audits to ensure working capital is optimized, stock levels are maintained and spares for obsolete equipment are removed.
10)  Participate in evaluating the pre-qualification of local and international Bidders, submit recommendations based on detailed studies and analyses of Bidders technical capabilities and their historical performance.
11)  Attend pre-tender and pre-award meetings; provide technical support, answer queries and clarifications of Bidders' Representatives, and ensure that proposals under review are in line with SATORP's stipulations and requirements.
12)  Participate in technical evaluation of bids received and in the selection of most promising Contractor to undertake the project; relate SATORP design requirements to alternative specifications and standards offered considering all associated costs, operations efficiency and maintenance costs.
13)  Perform other related duties as assigned by the Engineering Head.
