Duties and Responsibilities:

Organize field missions with partners, closely monitor affected population especially those of persons with special needs, analyze their situation, identify their needs and report to Protection Officer;Systematically record protection incidents, analyze data and report;Analyze political/social/cultural situation especially in relation to finding durable solutions of the affected population;Formulate and monitor projects in collaboration with authorities and implementing partners;Conduct trainings and workshops on protection;Write reports as necessary; Keep abreast of the developments in the field of, legislation and regulations on affected population at local, regional and national levels Maintain close contacts with local authorities, civil societies, international NGOs and UN agencies and reach out to grass root networks;Performs other duties required.

MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

University Degree in Law, Political Sciences, International Relations, Social Sciences, Business Administration or Related Field

Minimum 2 years job experience relevant to the function; (for National Officer Posts, this includes minimum of 1 year working experience within the country and knowledge of local institutions); Computer Literacy; Excellent English (oral and written) and knowledge of another relevant UN language; Fluency in the local language for National Officer posts

DESIRABLE QUALIFICATIONS & COMPETENCIES :

Completion of UNHCR Learning Programmes or training on Protection, Operation, RSD, Resettlement, Emergency management or other related fields.

Language: Fluency in English and Tagalog. Knowledge of Maguindanoan, Maranao or other Mindanaoan dialect, including IP languages, is desirable.

Desirable Skills:

• Fluent in institutional mandates, policies and guidelines related to humanitarian affairs, UN human rights mechanisms and instruments in situations of internal displacement. Knowledge of the UN Guiding Principles on Internal Displacement, as well as of relevant UNHCR policies and guidelines is desirable;

• Excellent communication, reporting and advocacy skills. Ability to transfer knowledge and skills. Ability to take own initiatives but also to work as part of a multicultural team.

• Familiarity and understanding of the local culture and political/economic environment of Mindanao, as they relate to human rights issues.

• Demonstrated ability and adaptability to effectively work in emergency and/or complex operations within a multi-cultural environment in a methodical and impartial manner.

• Proven interpersonal, intrapersonal and negotiating skills; prudent, flexible, patient and coherent/consistent in all dealings both in words and actions. Proven skills in analysis, negotiations and leadership. Cultural sensitivity mandatory.

• Very good psychosocial condition.
