The ff. are the complete details:

8 years’ experience in developing of 3-5 PPP projects, out of which at least 1 project relating to the sector. Should possess country specific knowledge of regulatory issues and PPP enabling framework.At least 10 years international experience in the development and management of airports including at least 5 PPP projects, extensive knowledge of aviation sector requirements, market appetite and demand estimation, cost-recovery mechanism, identification of the issues to be addressed in the modernization of an airport. At least 5 years in-area experience in the development and management of airports including at least 1 project on PPP, extensive knowledge of sector requirements, market appetite and demand estimation, cost-recovery mechanism, etc. Should possess area specific knowledge of the sector and regulatory issues involved, market analysis and demands, special privileges and incentives announced by the Government for the sector / for implementation of the project on PPP, etc.At least 5 years in-area experience in detailed design and construction of large complexes (buildings, hospitals, offices, etc.) with specific experience of design, layout and construction of at least 5 large complexes including terminals, airports, shopping/commercial complexes, etc. with emphasis on the special requirements of the aviation/airport sector. Experience in PPP projects will be an additional merit.Procurement Analyst (BOT Projects) At least 5 years. In-area experience in (i) the preparation of RFQ and RFP documents, qualification/ evaluation criteria; and (ii) managing/advising during the entire bidding process, until the award of contracts to the prospective concessionaires, for at least 3 PPP projects. Should have thorough understanding of the BOT Law, and other laws and regulations applicable to PPP projectsInstitutional Development Expert At least 10 years? international experience in the institutional strengthening/organization development, human resources and labor related issues involved in PPP projects. Experience in PPP projects will be an additional merit.Institutional Development Analyst At least 5 years. In-area experience in the institutional strengthening/organization development, human resources and labor related issues involved in PPP projects/privatization of the projects. Should have thorough knowledge of the nation’s Labor Laws and other related laws/provisions. Experience in PPP projects will be an additional merit.At least 5 years. in-area experience in assessment of social impacts and mitigation measures for at least 3 investment projects (public and private funded) in accordance with the national specific requirements. Experience with ADB.s Safeguards Policy Statement (involuntary resettlement safeguards and indigenous Peoples safeguards) and in PPP projects will be additional merits.At least 5 years. in-area experience in environmental impacts and mitigation measures for at least 3 investment projects (public and private funded) in accordance with the specific national requirements. Experience with ADB.s Safeguards Policy Statement (environmental safeguards) and in PPP projects will be additional merits.At least 5 years in-area experience in IT and MIS systems (design, development and implementation of integrated computerized systems), preferably in Aviation /Airport IT systems.At least 5 years. In-area experience in financial modeling/structuring of projects on PPP, and successful award of PPP projects of at least 3 projects. Should possess knowledge of national taxation systems , tax exemptions and tax incentives, financial accounting systems, especially for hospital operations, and the domestic insurance market and its products. Experience in aviation/ airport projects will be an additional merit.At least 5 years. In-area experience in economic assessment, sector assessments, demand-supply for public services, opportunity cost implications, and cost-recovery mechanisms, etc., of large infrastructure projects, including experience in preparation of at least 3 investment projects (public or private funded projects). Experience of carrying out economic analysis for preparation of PPP projects will be an additional merit.
