International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over eighty-five countries and has implemented over one hundred and fifty projects. IBTCI has served governments, private sector companies and several donor agencies. IBTCI offers services in the practice areas of: Monitoring and Evaluation (M&E), Accountancy, Integrity, and Financial Management (AIFM), Banking and Non-Bank Financial Markets (B&NBFM), Procurement Reform (Procurement), and Sector Development and Competitiveness (SDC).

IBTCI is seeking a Procurement Specialist for its Philippines Procurement Agent Services project. This position will be based in the field office in Manila, Philippines (no housing, perdiem).

Qualifications:

• Education or training in procurement, logistics, business, law, economics, finance, public Administration or related field. • Experience working as a procurement professional (approximately 8 years or more). • Extensive knowledge of procurement procedures, project administration, contract procedures and project follow-up. • Experience working in the procurement capacity of institutions such as Millennium Challenge Corporation, Asian Development Bank, United States Agency for International Development and World Bank type intuitions would be an advantage. • Computer literate • Fluency in written and spoken English.

Terms:

At this stage, the anticipated level of effort would begin at three months with a possible extension till November 15th 2012. Work is expected to begin March 1.
