Peace Corps Response provides opportunities for Returned Peace Corps Volunteers (RPCVs) and experienced professionals to undertake challenging, short-term assignments in various program areas around the world. Qualified applicants can put their professional skills and academic training to work as Peace Corps Response Volunteers, where they will gain additional international experience while imparting technical expertise critical for partner organizations and the communities they serve.

A Peace Corps Response Volunteer is needed to serve as a Drug Rehabilitation Planning Officer for the Department of Health – Maliano Treatment and Rehabilitation Center (MTRC). The center seeks to treat and rehabilitate drug dependents and their families by providing quality residential and aftercare services through a holistic approach. At present, there is a need to formulate the operational framework of the center. The existing design of the program needs to be assessed for areas of improvement, including the screening and admission process, residential treatment program, and aftercare and follow-up program. Areas that need to be prioritized have not yet been identified, which has led to inefficient use/allocation of resources. The needs assessment will be valuable in crafting policies, programs, and services that will be more responsive to the needs of the patients. The operational framework will have a direct impact on the programs and services of the center, including logistical planning.

By the end of this project, the PCRV should have developed a comprehensive needs assessment with corresponding proposal as to what policies and strategies (programs and activities) should be implemented to address the needs identified. The PCRV will be working very closely with his/her counterpart, the program director, and the center’s rehabilitation team. The Volunteer will review existing programs and services and then undertake a comprehensive needs assessment. He or she will present the outcome of this assessment to Department of Health regional and central office personnel and identify the gaps and other challenges in meeting the needs. The PCRV will conduct meetings and consultation dialogues with staff, patients, families, and the community and identify strategies (such as programs, services, and activities) to address the needs or gaps.

Academic Qualifications: Bachelor's Degree

Mandatory Qualifications:

-Behavioral science graduate, preferably with a degree in psychology

-Working background as an addiction therapist/counselor, preferably with two years’ experience in the addiction or behavioral modification field

-At least two years of experience conducting needs assessment and planning
