ASMAE – Association Soeur Emmanuelle recruits a Technical Advisor in Strategic Planning

Asmae is a French, non-religious and non political organization, created in 1980 by Sister Emmanuelle after her experience with scavengers in Egypt’s slums. Its mission is the development of underprivileged children, taking into account the child and its environment in order to enable them to choose and build their own path towards independence

Asmae supports educational, sanitary and psychosocial activities for underprivileged children from Burkina-Faso, Egypt, India, Lebanon, Madagascar, Mali, Philippines, Sudan and France.

Our philosophy is to work closely and in partnership with local organizations. Asmae always considers the economical, cultural, social and familial contexts in its programs, trying to find sustainable solutions to the difficulties faced by the children.

Asmae is in the Philippines since 1989. Since December 2007, Asmae is represented by 2 coordinators who are in charge of the monitoring and development of programs in two areas: Luzon (mainly Metromanila) and The Visayas. They work with 12 local partners.

I. BACKGROUND

Asmae has been working in partnership with HOPE worldwide Philippines (Hope) since 2002, providing them with various means of support: solidarity work camps, funding of projects, technical advisors and networking activities.

Hope started in 1993 by providing medical missions in seven major urban poor communities in Metro Manila. After a year of operation, the programs expanded into reaching out to street children all over Metro Manila and in the nearby cities. During the process of intervention, reports clearly stated that most of these children were victims of sexual and physical abuse. Hope developed innovative strategies and programs to attend to the needs through community building: day-care program, drop-in program, youth advocacy program, family program, community-based program for the treatment of abused children and a residential facility. Hope is both a developmental and emergency NGO: in case of disasters or catastrophes, they also deployed means through their extensive network of volunteers to distribute food, first-necessity goods and conducted preventive sessions. In 2006, the end of a major funding brought several challenges for Hope, some of its programs and services likewise temporarily stopped. In 2010, Hope benefited from the part-time support of an Asmae technical advisor to enhance the capacity of its staff in fundraising. Lately, the need of working on realistic strategic planning raised and Hope asked the support of Asmae in this effort. HOPE currently operates in Laguna, Payatas, Baseco and in Cebu City and employs 45 staff of various occupations such as social workers, development managers, houseparents, psychologist, etc.

II. JOB PURPOSE

With all respect for Asmae values and means of intervention The Technical Advisor will be responsible for assisting Hope Worldwide Philippines in defining a 5 years strategic planning.

MAIN DUTIES AND RESPONSIBILITY

General objective

To define in a participative way (consulting Board members, staff, beneficiaries, donors, partners and volunteers) a 5 years strategic planning (2012-2017) to develop HOPE worldwide Philippines’s expertise in child protection and reinforce the organizational sustainability

Specific objectives

To perform, using a participatory method, an analysis of the history and objectives of the organization

• Tracing the history of the association and the birth of varied programs, with respect to: o the evolving context of intervention of the association o the evolving internal structuring of the organization in terms of funding and human resources policy • Identifying the initial goals of the association and the patterns of intervention developed (methods, statements, relation to beneficiaries / government / other agencies) • Providing information on the evolution of the association and programs related to the initial objectives

To conduct, using a participatory method, an organizational assessment of Hope worldwide Philippines to be validated by Hope’s members

• Producing a SWOT Analysis of Hope’s different programs • Producing a SWOT Analysis of Hope’s whole organization

To facilitate the redefinition of the vision, mission, goals and values of Hope worldwide Philippines

• Setting up a Planning Committee involving Key Board members, Executive Director, senior staff (all level and at least 2 years involvement in the organization), volunteers (long-term involvement), beneficiaries and community representatives
• Facilitating participative workshops with the Planning Committee to redefine the vision, values, mission and goals of Hope worldwide Philippines considering: o the pattern of intervention developed along the years o the internal culture of the organization o the vision in child welfare and protection approach • Assisting Hope in communicating its refined identity to all Board members, staff, beneficiaries, donors, partners and volunteers

On the basis of this review (i.e. results of the above specific objectives), to support the executive team in the definition of a realistic 5 years strategic planning

• With the help of experts, designing various scenarios for the further evolution of Hope Worldwide Philippines taking into account: o the current and future situation of Hope in terms of human, financial and material resources o the context in the social work field, its constraints and potentialities o the context of funding agencies and fundraising field • Facilitating a participative decision making process involving both the Board members and the senior staff

To support the implementation of the 5 years strategic planning, specifically on the HR and communication level

• Supporting Human Resource’s restructuring (including volunteers’ management) through development of strategy and tools • Improving the communication and the reporting system • Monitoring the first 6 months implementation of the strategic planning • Assessing the impact of changes done

III. PERSON SPECIFICATION

Experience:

? Required: - Minimum 3 years experience in organizational structuring in social field - Experience in participative approaches

? Desirable: - Experience in a NGO with executive responsibilities

Education /Knowledge:

? Required:
- Master Degree in Management, Social Work, Sociology, Human resources or any relevant field - Strategic and Organizational vision - Familiarity with child issues

Skills:

IV. TERMS OF CONTRACT:

The job holder will work under the supervision of the Asmae Luzon coordinator and Asian Desk Manager in Paris. However, he/she will work closely with Hope worldwide Philippines and will have to follow its schedules and policies.
