Public Sector Lead
The Public Sector Lead exists to drive sustained business performance and execution in Public Sector within a subsidiary/region. They are responsible for driving high level engagement and sales with government, educational, health and other publicly funded entities. The Public Sector Lead adds value by providing the strategic direction and leadership for all aspects of the Public Sector Business inclusive of the Enterprise and SMS&P business. The overall health of the business and the success of the strategies implemented by the Public Sector Lead are assessed through realization of the targeted business results, targeted customer & partner satisfaction results, and organizational capability and health measures. The Public Sector Director also participates in creating the MS Citizenship strategy definition and roll-out within the area, and is accountable for PS specific Citizenship topics.
The Public Sector Lead adds value by:
1. Understanding Microsoft’s corporate Worldwide Public Sector strategy and developing the appropriate local implementation through effective prioritization based on local market dynamics.
2. Developing a business plan that contributes to the overall subsidiary/region strategy and collaborating effectively with the subsidiary/region leadership team(s).
3. Leading a consistent and predictable business where team members are enabled and empowered to perform their best.
4. Providing vision and leadership for customers and partners with regard to Microsoft’s technology roadmap and the impact of that roadmap on the market, customers, and partners.
5. Leading and ensuring orchestration across all Microsoft and partner assets in order to create optimal PS growth. Ensures coordination and collaboration at the regional, global and corporate levels to ensure cross group collaboration to address PS opportunities and challenges.
6. Initiating and driving specific competition programs that are unique to the Public Sector market
7. Assessing organizational talent and capability and driving a well-defined and well-executed people strategy.
The Public Sector Lead is unique in:
1. The Public Sector business within a local geography covers 4 Industries, Government, Public Safety/National Security, Health and Education through knowledge of these industry’s business pains and the ways in which Microsoft offerings can help our customers overcome their challenges and impact their respective businesses
2. The Public Sector Lead is responsible for enabling Microsoft strategies and initiatives across EPG, SMSP and Education within the local subsidiary/region, and thus has a broader scope of responsibilities than some other roles.
3. The Public Sector Director participates in creating the MS Citizenship strategy definition and roll-out within the area, and is accountable for PS specific Citizenship strategies.
4. The Public Sector Director is responsible for driving subsidiary policy and certification decisions that will ultimately result in a net favourable result for Microsoft
5. The Public Sector Lead is able to provide customer and partner insight specifically related to the Public Sector Industries, which in many cases differs from the Commercial market in terms of Licensing and procurement practices, policies and certification decisions and partner channel incentives.
Candidate Profile:
- 5 - 8 years of related experience
- Bachelor’s Degree (B.S./B.A.)
- Proven education subject matter expertise.
- Proven competence of motivating dotted line reporting teams and building both internal and external multi-stakeholder partnerships.
- Ability to win in a highly competitive environment.
- Appreciation of both short and long term development needs (prioritising share) to build trust and resilience to Microsoft technology platform.
- Ability to work at multiple levels of organisations (especially senior levels within Govt) and adapt approach to any situation.
- Ability to develop external partner eco-system to scale execution.

Position Description
POSITION TITLE: Project Director, Child Labor Elimination Program LOCATION: Negros, Philippines DEPARTMENT: Empowerment & Civic Engagement REPORTS TO: Group Vice President, Empowerment & Civic Engagement
POSITION SUMMARY:
The Project Director will be responsible for implementing a high-quality, results-oriented program to reduce the incidence of child labor and enhance livelihoods in sugarcane growing areas of the Philippines.
Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES: The Project Director is responsible for overall project management, supervision, administration, and implementation of the requirements of a high-quality program. S/he will establish and maintain systems for project operations; ensure that all cooperative agreement deadlines are met and targets are achieved; maintain working relationships with project stakeholders (including subgrantees and/or subcontractors); and oversee the preparation and submission of technical and financial reports to USDOL. • Manage the Child Labor program in the Philippines, with responsibilities to include: (a) developing and overseeing the program’s annual planning and timely, high quality implementation of activities and deliverables; (b) overseeing monitoring and evaluation of project implementation and deliverables; and (c) reporting lessons learned and best practices related to trafficking prevention/protection/prosecution. • Oversee program budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines. • With support from field and home office staff, prepare and submit timely and accurate program, financial, and procurement reports to donor and Winrock. • Maintain close communication with donor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress. • Provide technical assistance, support, and oversight to local partner NGOs. • Provide technical assistance, support, and information to national and local government officials. • Develop relationships with the private sector in order to establish public-private partnerships to increase public awareness of child labor and improved livelihoods for sugar workers. • Hire and supervise local project staff and annually evaluate their performance. • Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community. • Other duties as assigned.
QUALIFICATIONS:
Successful candidates will have strong management skills as well as salient experience implementing programs to combat child labor and enhance livelihoods preferably in the Philippines/Southeast Asia. Specific experience and specialization in at least one of the following is required: child labor, education quality/access, livelihoods enhancement, safe work for youth, job skills and entrepreneurship training, legal reform and policy advocacy, community mobilization, protection referral mechanisms, public education/awareness (including work with the media), public-private partnerships, and/or monitoring & evaluation (of child labor programs). Significant project management experience and leadership is highly desired.
Education: Master’s level degree required, in international development, management, social science, human rights, education, economic development, law, public policy or other related field of study.
Certification, training, or experience in child protection, gender issues, labor migration, organizational development, or policy advocacy would be a distinct asset.
Technical Applicants must have a minimum of 5 years of demonstrated leadership experience working on child protection programs. Experience in the Philippines/Southeast Asia strongly preferred.
Management Experience:
• Experience managing to the highest ethical standards international projects • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget. • At least 10 years of experience managing or supporting donor-funded programs (preferably U.S. Government) valued at $5 Million or more. • Financial management, budget design and budget management experience. • Demonstrated success in motivating and supervising diverse teams of employees. • Experience in strategic planning and implementation of strategic plans. • Experience designing and implementing or overseeing monitoring & evaluation systems. • Good track record working with and/or partnering with a variety of individuals and organizations, including senior U.S. and host country government officials, international agencies, private sector companies, and donor organizations. Skills/ Knowledge:
• Knowledge or understanding of social, economic, and political context governing child labor issues and analysis in developing countries. • Fluent English language skills required; Filipino and other relevant local language skills desirable. • Knowledge of U.S. Government regulations, policies, and procedures or those of an equivalently complex international government funding organization. • Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills. • Excellent written and oral communication skills. • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
