Position Description

POSITION TITLE: Project Director, Child Labor Elimination Program LOCATION: Negros, Philippines DEPARTMENT: Empowerment & Civic Engagement REPORTS TO: Group Vice President, Empowerment & Civic Engagement

POSITION SUMMARY:

The Project Director will be responsible for implementing a high-quality, results-oriented program to reduce the incidence of child labor and enhance livelihoods in sugarcane growing areas of the Philippines.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES: The Project Director is responsible for overall project management, supervision, administration, and implementation of the requirements of a high-quality program. S/he will establish and maintain systems for project operations; ensure that all cooperative agreement deadlines are met and targets are achieved; maintain working relationships with project stakeholders (including subgrantees and/or subcontractors); and oversee the preparation and submission of technical and financial reports to USDOL. • Manage the Child Labor program in the Philippines, with responsibilities to include: (a) developing and overseeing the program’s annual planning and timely, high quality implementation of activities and deliverables; (b) overseeing monitoring and evaluation of project implementation and deliverables; and (c) reporting lessons learned and best practices related to trafficking prevention/protection/prosecution. • Oversee program budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines. • With support from field and home office staff, prepare and submit timely and accurate program, financial, and procurement reports to donor and Winrock. • Maintain close communication with donor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress. • Provide technical assistance, support, and oversight to local partner NGOs. • Provide technical assistance, support, and information to national and local government officials. • Develop relationships with the private sector in order to establish public-private partnerships to increase public awareness of child labor and improved livelihoods for sugar workers. • Hire and supervise local project staff and annually evaluate their performance. • Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community. • Other duties as assigned.

QUALIFICATIONS:

Successful candidates will have strong management skills as well as salient experience implementing programs to combat child labor and enhance livelihoods preferably in the Philippines/Southeast Asia. Specific experience and specialization in at least one of the following is required: child labor, education quality/access, livelihoods enhancement, safe work for youth, job skills and entrepreneurship training, legal reform and policy advocacy, community mobilization, protection referral mechanisms, public education/awareness (including work with the media), public-private partnerships, and/or monitoring & evaluation (of child labor programs). Significant project management experience and leadership is highly desired.

Education: Master’s level degree required, in international development, management, social science, human rights, education, economic development, law, public policy or other related field of study.

Certification, training, or experience in child protection, gender issues, labor migration, organizational development, or policy advocacy would be a distinct asset.

Technical Applicants must have a minimum of 5 years of demonstrated leadership experience working on child protection programs. Experience in the Philippines/Southeast Asia strongly preferred.

Management Experience:
• Experience managing to the highest ethical standards international projects • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget. • At least 10 years of experience managing or supporting donor-funded programs (preferably U.S. Government) valued at $5 Million or more. • Financial management, budget design and budget management experience. • Demonstrated success in motivating and supervising diverse teams of employees. • Experience in strategic planning and implementation of strategic plans. • Experience designing and implementing or overseeing monitoring & evaluation systems. • Good track record working with and/or partnering with a variety of individuals and organizations, including senior U.S. and host country government officials, international agencies, private sector companies, and donor organizations. Skills/ Knowledge:
• Knowledge or understanding of social, economic, and political context governing child labor issues and analysis in developing countries. • Fluent English language skills required; Filipino and other relevant local language skills desirable. • Knowledge of U.S. Government regulations, policies, and procedures or those of an equivalently complex international government funding organization. • Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills. • Excellent written and oral communication skills. • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).

POSITION DESCRIPTION

POSITION TITLE: Monitoring and Evaluation Officer, Child Labor Elimination Program LOCATION: Negros, Philippines DEPARTMENT: Empowerment & Civic Engagement REPORTS TO: Project Director

POSITION SUMMARY:

The Monitoring and Evaluation Officer (M&E Officer) will be responsible for implementing the monitoring and evaluation activities, including the coordination of an externally conducted impact evaluation, for a high-quality, results-oriented program to reduce the incidence of child labor and enhance livelihoods in sugarcane growing areas of the Philippines.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES

The M&E Officer will oversee the implementation of the program’s monitoring and evaluation activities and data reporting requirements. S/he will also serve as the liaison and point of contact with external evaluation contractors throughout the life of the project. Specific responsibilities include but are not limited to: • Manage a rigorous approach to monitoring and evaluation, including systems for monitoring performance toward specific goals and objectives. • Oversee implementation of a household-level baseline survey on child labor (living and working conditions of children in target areas), including review of tools and survey methodology; possible training of enumerators and review of data quality and analysis. • Collaborate and liaise with the external evaluation contractor to design and carry out an impact evaluation on specific program interventions. • Design and implement a comprehensive monitoring and evaluation plan (CMEP) in coordination with external evaluation contractor and the U.S. Department of Labor (USDOL), including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators. • Manage the design and implementation of a direct beneficiary monitoring system for tracking work status of child beneficiaries and economic status of beneficiary households; produce and submit reports every six months based on database information. • Design data collection instruments, schedules, analysis methods and applied technologies. • Ensure reporting requirements per USDOL obligations under the Government Performance and Results Act (GPRA). • Monitor the results of the program’s activities and contribute to periodic evaluations/assessments of specific “pilot” interventions; contribute to dissemination of results to internal and external audiences. • Contribute to research design and methodology for project-related research (separate from baseline survey). • Other duties as assigned.

Qualifications: • At least three years of progressively responsible experience in the monitoring & evaluation of international development projects, preferably in child labor, agriculture and/or livelihoods/ microeconomic growth or a related field; related experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, impact evaluation and knowledge of GPRA (less experience can be combined with advanced degree in statistics, public policy, economics or related field). • Basic knowledge of child labor issues in the agriculture sector in the Philippines and other rural livelihoods issues around farming and sugarcane production. • Knowledge of USDOL or other U.S. Government reporting requirements would be a distinct asset, including experience designing and implementing comprehensive monitoring and evaluation plans (CMEPs), GPRA, rigorous impact evaluation design and working with external consultants for third party evaluations • Experience conducting gender analyses and operations research strongly preferred. • Understanding of impact evaluation methodology and research methodology strongly preferred. • Masters degree in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation. • Excellent written and oral communication skills in English and Filipino required, proficiency in other relevant local languages would be a distinct asset. • Proficiency in word processing, spreadsheet (preferably Excel), and presentation software (Microsoft) as well as other database and statistical applications (SPSS, SAS or STATA).
