International Business & Technical Consultants, Inc. (IBTCI), a US based international development consulting company established in 1987, has worked in over eighty-five countries and has implemented over one hundred and fifty projects. IBTCI is recruiting for a Senior Health Sector/Evaluation Expert (Team Leader) for a USAID opportunity. This is an evaluation of an USAID project in the Philippines whose overarching objectives are contributing to a) increased share of deliveries attended by private skilled birth attendants, and, b) increased market for pills, injectables, and long-acting and permanent methods (LA/PM) of family planning.

RESPONSIBILITIES: The Team Leader shall exercise overall supervision of the team and synthesize the various findings and recommendations from the consultations facilitated by the team. The Team Leader will lead the preparation of the evaluation workplan and will subsequently finalize it; and coordinate and lead the consultations with central and local government agencies and private sector groups. Philippines Nationals are encouraged to apply.

QUALIFICATIONS: • Must have excellent understanding of the challenges and opportunities in the health sector particularly Family Planning and Mother Child Health; • Must be well versed with health systems, policy, regulation, service delivery, and financing issues; as well as functional/operational arrangements that define current health services delivery in both the public and private commercial and civil society sectors; • Must have at least ten (10) years of experience evaluating health programs, especially in Asia and should be able to provide samples of evaluation work done in the past three years; • Must have knowledge of various program approaches in various countries, as well as USAID’s Population and Health development framework; • Must be familiar with USAID Evaluation Policy and contracting procedures; • Excellent writing, analytical, and team management skills are required.

Expressions of Interest – Team Leader and Trade Policy Adviser

We are seeking expressions of interest for an upcoming EU funded project in the Philippines. The objective of the programme is to contribute to the Philippines' integration into the international and regional trading and investment system, thereby strengthening economic development, inclusive growth and poverty reduction.

The purpose is to enhance the capacity of selected government agencies and private sector organisations to facilitate further integration into the international and regional trading and investment system.

Timing:

The TA Project Coordinator/Team Leader will be deployed in the premises of DTI in Makati,Metro Manila to support programme co-ordination activities. The other experts will be deployed in the premises of the respective agency implementing the TRTA 3 components and according to where a specific activity takes place.

Commencement date & Period of implementation

The intended commencement date is (indicatively) 1 November 2012 and the period of implementation of the contract will be 45 months from this date.

SELECTION CRITERIA

Qualifications and skills

(1) A Master’s Degree or equivalent in economics, international trade, law, business administration or a discipline related to the issues covered in the programme

(2) Very good knowledge of trade and economic integration issues, in particular of ASEAN and EU integration policies as well as the WTO;

(3) Proven experience in the management of international teams of experts of different technical backgrounds;

(4) Proven organisational, communication, mobilisation and change management skills;

(5) Proven ability to develop solid partnerships with high level officials in order to achieve project results.

(6) An excellent verbal and written command of English is essential.

(7) Previous experience in the Philippines or in an ASEAN context would be advantageous

General professional experience

(8) Preferably more than 15 and a minimum of 10 years professional experience related to the management and coordination of a complex programme of this nature through an international organisation, an international consulting firm or in a government context in at least two countries; Relevant professional experience in Asia, in particular ASEAN would be an added advantage.

Specific professional experience

(9) Proven knowledge of project management procedures and financial regulations, preferably through management of EU-funded technical assistance projects of similar size and/or contractual value;

(10) Management of projects involving at least one, preferably several technical aspects covered under TRTA 3: i.e. trade policy, competition policy, technical standardisation, sanitary and phytosanitary conformity, trade facilitation. Involvement in policy development and trade negotiation process is particularly valuable.

(11) Substantial experience in advising governments on international trade and economic integration issues
