Philippines (the): Multuple Positions for Maternal, Neonatal, Child Health & Nutrition / Family Planning Proposal
Abt Associates, a mission-driven, global leader in research and program implementation in the fields of health, social and economic policy, seeks candidates for an upcoming USAID-funded integrated Maternal, Neonatal, Child Health and Nutrition / Family Planning (MNCHN/FP) project in Mindanao. The project will improve the health of families by expanding their access to integrated services through both the public and private sectors using approaches that center on the strategic integration and scaling up of best practices in MNCHN/FP service delivery, systems, and financing through the effective implementation of evidence-based initiatives, practices, and policies.
Listed below are brief descriptions and qualification requirements for open positions, all of which are based in Davao, Mindanao. In addition to the position-specific requirements of each individual opening, the following apply to all positions:
Significant prior experience working in large, complex programs funded by international donors, preferably in the health sector.Excellent communication, interpersonal, capacity-building, training, organizational, and management skills.Ability to work and deliver under intense pressure.Dedicated team player with demonstrated results-oriented and decision-making skills.Familiarity with the Philippines health system and local culture.Experience in Mindanao preferred. Current openings are the following:
Chief of Party -- Provides strategic direction, management, and leadership for the project, ensuring responsiveness and quality of results, guiding senior technical staff and the overall management of operational. Financial, and administrative aspects of the project Qualification Requirements: Masters Degree (minimum), or Doctorate Degree (desirable), in Public Health, Medicine, Health Mangement, or other relevant field, and 10-15 years managing internationally-funded health projects of similar size and complexity. Knowledge and understanding of USAID policies and procedures.
Deputy Chief of Party -- Provides primary support to the COP for supervising activities defined in the project agreement, including technical oversight of all activities, developing or strengthening strategies for scaling up MNCHN/FP services (with special focus on the private sector), and coordinating the work of all project technical teams with their designated counterparts. Qualification Requirements: Masters Degree (minimum), or Doctorate Degree (desirable), in Public Health, Medicine, Health Mangement, or other relevant field, and 10 years in management roles at internationally-funded health projects of similar size and complexity. Knowledge and understanding of issues faced by private health sector providers, and also of USAID policies and procedures.
Director of Finance & Administration -- Responsible for the management of the contract, procurement, subcontracting, financial management and reporting human resources, and the general administrative support of the project. Develops and implements financial and administrative procedures and policies, ensuring compliance with USAID and Abt Associates regulations, and with specific terms and conditions of the project contract. Supervises all financial, administrative and support staff. Qualification Requirements: Masters Degree in Business Adminstration, Management, Finance, Accounting, or other relevant field, and with 10 years work experience in in the financial and administrative management of large complex development projects, preferably in the health field. Familiarity with USAID procedures, policies, and regulations.
MNCHN/FP Specialist -- Develops and leads the implementation of overall strategies to improve the capacities of Local Government Units in the provision of MNCHN/FP services that are technically sound, up-to-date, of proven efficacy, and implementable in local settings. Leads capacity building and training initiatives, and the development of local-level commodity and services procurement mechanisms and health commodity logistics systems. Qualification Requirements: Masters Degree in Public Health, Medicine, Social Science, and 8+ years experience in the management and/or provision of MNCHN/FP services, in either the public or private sector. Demonstrated ability to manage staff, to prepare and im0plement workplans, and to design and carry out capacity strengthening interventions.
Behavior Change Communication (BCC) Specialist -- Formulates and leads the implementation of BCC and information, education, & communication (IEC) strategies that support the scaling up of the demand and supply of MNCNH/FP services in Local Government Units in collaboration with other USAID health communications initiatives in the country. Qualification Requirements: Masters Degree in Development Communications, Media, Broadcasting, or other relevant field, and 6+ years in development communications, especially in the context of large complex programs, preferably in the health sector.
Monitoring & Performance Management Specialist -- Keeps track of, and reports on, project progress in relation to its established objectives, strategies, and plans. Ensures the project’s compliance with USAID M&E policies, developing tools, guidance, and mechanisms to operationalize those policy requirements. Leads in the preparation and annual updates of the project monitoring plan (PMP). Qualification Requirements: Masters Degree in Public Health, Statistics, Demography, Public Administration, Social Science, or other relevant field, and 6+ years in monitoring and evaluation of social development programs of a similar nature, size and complexity, preferably in the health sector. Demonstrated experience in the application of logical framework, data collection, qualitative and quantitative statistical methods, and field research.
Senior Technical Advisors -- Abt Associates is recruiting multiple Senior Technical Advisors to support the implementation of all project activities related to their specific area of expertise. The areas of expertise we are seeking include (but are not restricted to) the following: • Family Planning/Reproductive Health • Maternal and Neonatal Health • Child Health • Quality Assurance • Capacity Building • Universal Access to Health Care Responsibilities may include: Development of service delivery training curriculum, training materials, and quality assurance guidelines and protocols; Technical assistance to public and private institutions in implementing family planning and maternal-child health interventions; Strengthening capabilities of local institutions and partner organizations to scale up family planning and maternal child health services; Quality assurance of services in health facilities; Generating demand for quality services at the community-level.
Qualification Requirements: Masters Degree (minimum), Doctorate (desireable) in Public Health, Medicine, Clinical Specialities, or other relevant field, and 8 years providing technical assistance in the specific area of expertise. Demonstrated skills in building capacities of public and private institutions for implementing service delivery interventions in family planning and maternal-child health in facility or community-based settings.
