Project/Proposal Summary:
The Integrity for Investments Initiative (I3) Project in the Philippines will address corruption from three different angles: anticorruption enforcement; reduced opportunities for public sector corruption largely through transparency; and improved corporate governance in the private sector.
Position Summary: The M&E Specialist will lead the project’s efforts in monitoring progress in national corruption levels, government effectiveness in enforcing anticorruption laws, reduced opportunities for public sector corruption, and improved corporate governance practices. Data will have to be collected on many indicators and will have to be analyzed to assess change over time. The position is a full-time, four year post based in Manila. He/she will work directly with the COP and component managers to conduct and assess baselines and evaluate progress.

Responsibilities: • Developing and enhancing the set of indicators to be monitored; • Identifying ways of measuring the indicators on a regular basis; • Creating and maintaining an efficient data collection system & database; • Regular data collection in the field; • Developing baseline measurement; • Writing M&E update reports on quarterly basis;
Qualifications: • At least a master’s degree in social science, economics, public administration, business or a related field that includes research or evaluation methodology and statistics training; • At least five years of experience in monitoring, evaluation, or development research is required; • Track record in monitoring and/or evaluating projects similar to i3 will be given due consideration; • S/he should possess technical familiarity with relevant monitoring and evaluation methods and must have exceptional English technical writing skills;
