SUMMARY Casals is seeking qualified Monitoring and Evaluation Specialist candidates for an anticipated USAID project in the Philippines. The purpose of this project is to provide technical assistance and services to support USAID’s Integrity for Investments Initiative (i3). The project will work towards improved enforcement of anticorruption laws, reduced opportunities for corruption and strengthened corporate governance for public corporations and large businesses, which are envisioned to contribute to a better climate for trade and investment.

The Monitoring and Evaluation Specialist is a member of the project team and carries out duties to ensure the Casals team continually reviews the impact of the project and learns from experiences during project implementation to improve overall performance. Among other things, s/he will develop and implement an overall project M&E strategy and frameworks that will ensure timely information and feedback to project stakeholders. S/he will conduct a baseline assessment and gather follow-up data to monitor and measure the degree of achievement, outcomes and impact of project activities. With the project team and stakeholder groups, s/he will plan for and conduct monitoring activities and ensure accurate and timely reporting to USAID.

DUTIES & RESPONSIBILITIES
• Lead Monitoring and Evaluation (M&E) responsibilities including reporting on project outputs. • Generate ideas and draft success stories and case studies about project activities. • Synthesize information from the team to draft monthly and quarterly reports, as well as work with Casals staff and consultants to facilitate the timely production of other reports. • Synthesize, analyze, and effectively disseminate findings to various stakeholders. • Participate in periodic team meetings to discuss current country context issues, present and discuss grant ideas, and report on the progress and lessons learned from project implementation.

REQUIRED KNOWLEDGE AND SKILLS
• Must possess technical familiarity with relevant monitoring and evaluation methods. • High proficiency in computer applications, such as Microsoft Word, Excel, and Access. • Excellent analytical and writing skills, including strong attention to detail. • Capable of quickly performing multiple tasks simultaneously. • Excellent interpersonal skills with the ability to work cooperatively, tactfully and diplomatically with a culturally diverse group of people • Fluency in local language and a high-level proficiency in written and spoken English required.

REQUIRED EXPERIENCE & EDUCATION • Master’s degree in social science, economics, public administration, business or a related field that includes research or evaluation methodology and statistics training. • At least five years’ experience in monitoring, evaluation, or development research. • High proficiency in writing, reading, and speaking English. • Strong experience in working with beneficiaries and suppliers as well as forming relationships to facilitate the collection of information relevant to active or potential investigations. • Ability to prioritize and keep deadlines. • Track record in monitoring and/or evaluating projects similar to i3 will be given due consideration.

TRAVEL Must be willing to live in the Philippines and travel if necessary throughout the country.
