SUMMARY Casals is seeking qualified Deputy Chief of Party (DCOP) candidates for an anticipated USAID project in the Philippines. The purpose of this project is to provide technical assistance and services to support USAID’s Integrity for Investments Initiative (i3). The project will work towards improved enforcement of anticorruption laws, reduced opportunities for corruption and strengthened corporate governance for public corporations and large businesses, which are envisioned to contribute to a better climate for trade and investment.
While the Chief of Party (COP) is expected to focus more on technical implementation, the DCOP will focus primarily on the overall management of the project, though s/he may be required to provide technical assistance in selected project areas. The DCOP will be responsible for all matters relating to administration, logistics, procurement, budgeting, financial management, and database oversight. S/he will help monitor progress against the project work plan in all areas and will assist with the preparation of all reports required by USAID. Finally, together with the COP, the DCOP will ensure the effective monitoring and evaluation of the project.
DUTIES & RESPONSIBILITIES
The OM/DCOP will be responsible for all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property. This includes: • Assist the COP in development of all project activities. • Oversee all project operations (including the project's facilities such as office space, equipment and project vehicles), administration, human resource issues, logistics, procurement, budgeting and financial accounting. • Supervise day-to-day project implementation, ensuring compliance with the project work plan and adherence with USAID regulations and procedures. • Coordinate activities with local subcontractors and/or grantees. • Assist in required reporting to USAID.
OTHER OR ADDITIONAL RESPONSIBILITIES
• Serve as acting Chief of Party when the Chief of Party is absent from the program. • Provide technical assistance as required. • Perform other duties as assigned.

INTERNAL/EXTERNAL CONTACTS
Interact with, among others, USAID, host-country government institutions, private sector entities, civil society partners and members of the press, as well as senior US Mission/Embassy functionaries, and other international donors and implementing partners.
REQUIRED KNOWLEDGE AND SKILLS
• Must possess superior project management skills. • Fluent in USAID’s policies and procedures in regards to financial management, financial reporting, and procurement processes, for example. • Ability to exhibit ability to ensure that the project is financially and administratively well-managed and is focused on achieving results. • Excellent writing, communication, and interpersonal skills. • Complete fluency in oral and written English and preferably the local language. • Demonstrated technical familiarity in any of the i3 components will be given due consideration.
REQUIRED EXPERIENCE & EDUCATION • Between 5-10 years of experience managing projects of similar scope as i3, preferable on USAID-funded programs.
• Master’s degree in management, international development, monitoring and evaluation, public administration, business management, accounting, financial management or related fields is desirable but not required.
• Demonstrated experience in financial management, financial reporting, and procurement processes.
TRAVEL Must be willing to live in the Philippines and travel if necessary throughout the country.
