Housing and Services, Inc. is a not-for-profit that has been serving special needs populations for over 20+ years. Our mission is to end the cycle of homelessness permanently by providing safe, nurturing, and empowering environments with high quality services targeted to address the root causes that culminated in displacement originally.

The Scatter Site I Program Manager will be responsible for the administrative and clinical oversight of a 100 unit program with apartments in upper Manhattan and the Bronx for 75 singles and 25 families living with HIV/AIDS. The Program Manager will oversee a social service team of five composed of three Case Managers, one Senior Case Manager/Residential Coordinator, and one Clinical Social Worker. The Program Manager will be responsible for the quality service delivery to consumers; conduct intakes, manage vacancies, and maintain a 95% occupancy rate; submit weekly and monthly HRA HASA reports; ensure HRA/HASA contract compliance; negotiate landlord relationships; provide staff supervision; develop programming including groups and socialization activities; supervise tracking logs; oversee AWARDS HMIS database utilization; perform quality assurance reviews; and conduct community outreach efforts. The Program Manager will utilize a housing first and harm reduction approach. The Program Manager will personify and model professionalism, empathy, organizational skills, and hard work ethic.

Qualifications: LMSW/LCSW with experience working with individuals and families affected by HIV/AIDS. At least three years of management experience. Highly organized. HASA experienced strongly encouraged to apply. Familiarity with PMI and MICA knowledgeable preferred. Excellent communication skills in written and spoken word. Excellent computer skills (Microsoft Office- Word, Excel); AWARDS fluency preferred. Knowledge of community resources, harm reduction and consumer-centered approach essential.
